"The You Pay spinner, I've heard, dates back to around the mid-19th century. The original impetus was the Gold Rush, where laborers who came to mine gold spent their brief moments of rest after work (in saloons = bars that also had women), and it seems that the owners made them for advertising their establishments. As the Gold Rush subsided, they changed their appearance and spread from the West to the Midwest and across the United States by the mid-20th century. The peak was around the time before World War II."
